The Head Start Act requires the Head Start State Collaboration Offices to develop a strategic plan to address collaboration efforts at the state and local level. The strategic plan is developed based on needs identified in a needs assessment completed by local programs and updated annually. The following document is the strategic plan for the Arkansas Head Start State Collaboration Office.
